This is because a heat pump uses the refrigerant to transfer heat energy from one place to another. Think of it this way: the cold coil is absorbing the heat that surrounds it into the refrigerant, which then releases that heat through the hot coil. So, if the cold coil is in a room, the room gets cooler. Conversely, if the hot coil is in a room, the room gets warmer. Either way the heat is coming from the environment surrounding the cold coil, not from energy you're paying for.

Even in winter there is enough energy in the environment to heat the refrigerant in the cold coil and transfer the heat energy to the hot coil located indoors. And the process is reversible so a heat pump can keep you warm in winter and cool in summer!
